It's Kansas City, 1934, on the eve of a violent election. Blondie O'Hara (Jennifer Jason Leigh), a young telegraph operator, concocts a desperate plan to kidnap Carolyn Stilton (Miranda Richardson), the socialite wife of an advisor to President Franklin Roosevelt. Her goal is to exchange Mrs. Stilton for her petty thief of a husband (Dermot Mulroney), who has been caught by legendary gangster Seldom Seen (Harry Belafonte) after a botched heist.
