In 1973 Brookside Mines employed 180 locals of Harlan County, Kentucky, paying them under three dollars an hour with few benefits. When two deaths occur due to poor safety measures, the United Mine Worker's Association initiates a strike. After a judge hands down an order forbidding the workers to picket the mine sites, Ruby Kincaid (Holly Hunter) organises the wives to picket in their place.
