CIA intelligence confirms that Krasna, (Alexander Godunov) a brilliant and ruthless Oxford-educated physicist is in the process of converting uranium to weapons-grade plutonium in the lawless country of Moravash. A U.S. operative, Rowdy Welles (Robert Davi) must fly to a remote area uto destroy Krasna's nuclear facility. Arriving in Moravash, Rowdy quickly discovers what he is up against as he is chased around the city and forced to jump off a 150-foot bridge. Rowdy obtains explosives and commandeers a plane and takes to the air. He races the clock to escape the blast zone before the nuclear reactor blows in an aerial climax between his stolen jet fighter at 20,000 feet.
