CeBe Barnes (Linda Manz) is a teenager experiencing the frustrations of living in a small town and the difficulties of adolescence. She is an outsider, a rebel caught in the grip of the punk rock generation. Her father (Dennis Hopper) has been in prison for years. Her insecure, weak-willed mother works as a waitress in a diner and is having an affair with the owner - and she's also a junkie. This is the story of a young girl's premature awakening into the ugly and incomprehensible adult world - and the terrifying consequences.
