In the middle of a stakeout, Detective O'Reilly (Michael Ironside) leaves his car to buy a packet of cigarettes. He enters a drug store in the middle of a robbery. The robbers escape with a hostage and an accountant, whom they murder outside the store.
O'Reilly is assigned to the case and happy to take it because it will take his mind off his divorce and the troublesome nightmares and flashbacks he's been experiencing.
He and his partner investiage the trail of assasins.
O'Reilly is convinced that there is something bigger and more dangerous at work - a sinister doctor (Christopher Plummer) is utilizing horrific psychiatric experiements for his own illicit gain.
