Computer expert, Steve Parker (Peter Weller), is sent to the US Embassy in Bucharest, Romania to complete a highly sensitive mission. Joined by Erica Long (Daryl Hannah), their objective is to disable a secret nuclear weapon hidden deep within the Embassy since the Cold War.

General Buck Swain (Tom Berenger) is called in when the Embassy is taken over by the Servian Liberation Front and 37 civilians, including Steve's stepson, Chris, are taken hostage. Meanwhile, unbeknownst to the terrorists, Steve and Eric are trapped inside the Embassy, desperate to rescue Chris and defuse the bomb.

As the crisis escalates out of control, it becomes clear that in the complex world of international political intrigue, the lines of truth get blurred and we never really known who holds the reins of power and, least of all, who can be trusted.
