When Julie and her brother Scotty are forced to assist a group of gangster thugs in pulling off a bank heist, a dangerous situation becomes explosive. Suddenly, an immense earthquake shakes Los Angeles, trapping Julie and the criminals inside. As aftershocks rip through the city, Julie finds herself cutoff from any outside aid, except a lone undercover FBI agent Alex McKay (Wolf Larson) trapped with her. Overhead, F-16 jets circle the burning city, ready to incinerate the deadly virus in a nuclear fireball, awaiting the authorisation of General Wolf (Fred Dryer). Now Julie and Alex are all that stands between the terrorists and their deadly goal, a biological nightmare even worse than the earthquake tearing the city asunder!
