In the future, leaders of the free world promote peace by having all their children attend the same summer camp, a place called Betaville. With supervisors to care for these special children and an army to protect them, they have everything - except the freedom to go their own way.

Meanwhile, out in space, a planet called Planet Z is threatened with the approach of Planet 38. To secure its defence, Planet Z will invade Earth with its "dots" - holographic shapes that float beside their chosen humans, hearing and seeing everything they do. At the White House, the invasion of the dots, who are believed to have telepathic abilities, has resulted in the isolation of President Sender (John Astin) for his own protection. His only two remaining aides are a semi-mad scientist (Judge Reinhold) and his attractive assistant (Jennifer Kern) who are hard at work creating a secret weapon.
