Jamey Meadows (Bon Jovi) is an ex-con trying desperately to stay out of the clutches of his brother Gil (Forsythe), a small-time hood. Struggling to get his life on track he works as a census taker in New York where he meets Chun Hua (Ling). What begins as a fragile friendship between two people alone in the world slowly blossoms into a love that, in a test for survival, will change their lives forever.
