Russell Stevens Jnr. (Laurence Fishburne) is a maverick Cleveland cop with a turbulent past. Hand-picked by the DEA to infiltrate a major international drug ring, he takes the name John Hull. Forging a partnership with David Jason (Jeff Goldblum), a drug-dealing attorney, they rise to the highest echelons of the drug trade.

Under 'deep cover' Hull discovers his own talents for street life as the difference between work and play is blurred. Sinking into the depths of his own soul, torn between the past and the present, Hull learns that there's a thin line between catching a criminal... and become one.
