Parolee, Thomas Taylor (Christian Slater), now working as a paramedic responds to an alarm and finds himself caught up in a deadly crossfire of bullets and an escaping gang of thieves... except for one thing.... Thomas is part of the gang.
Upon finding that the two million in cash is, in fact, only paper, the gang turn against each other and no-one is above suspicion. The loot is buried and the gang are approached by corrupt FBI agent, Cornell (Val Kilmer) to rob a steamboat casino or face conviction on the robbery.
As the gang join forces with Cornell, and a vicious money launderer, the distrust between members rises to flash point as they begin to turn on each other, in a dramatic climax on the water.
