Paul Gleeson (Louis Gossett, Jr.) undercover Government operative, is assigned to Nicaragua to recover the body of fellow agent, Dennis Rice (John Savage).
Upon arrival, however, Paul is immediately imprisoned by the State Security who are embroiled in a deadly struggle against former Contras, now involved in cocaine trafficking. It seems that Dennis Rice is alive and working for the Contras and so Paul is offered freedom in return for locating Dennis and the corrupt officials within the State Security.
Paul is soon caught between a deadly crossfire between rebels and government forces, but manages to locate Dennis and obtain the list of corrupt officials.
However, in Managua not everything is as it seems, and Paul accompanied by Dennis must elude the rebels, desperate to recover the list... and the Government, desperate to track down the two operatives, is prepared to kill for what they want.
