During an energy crisis, a series of devastating earthquakes rock southern California. When investigative reporter, Matt Walsh, reports on the crisis, he feels instinctively that the disappearance of 3 volunteers from an environmental group might be connected.

After some dangerous car chases, gunfights with unknown assailants, plus more aftershocks, Matt realises someone is trying to prevent him from getting the real story. He sneaks onto SATURN ENERGY's desert plant to search for clues.

When a geologist, with proof that the plant's tests may be causing the earthquakes, turns up dead, his colleague begins to help Matt. Events race towards the plant's final test - the mission is clear - STOP THE TESTS AT ALL COSTS - the survival of the entire West Coast lies at stake.
