Working in New York as a photographer, Angel (Mitzu Kapture) has left the street life behind, but she hasn't lost her concern for the unfortunate ones who still live it. While preparing a book on the plight of young street people, she takes a job covering a swank gallery opening in order to pay the bills. While developin the photos she notices in the background a face that haunts her from her past: her mother, wo abandoned her when she was still a baby.
Determined to confront her mother, Angel leaves New York and travels back to L.A. Once there, she meets her mother, who confides in Angel that she has a sister who is missing and may be in great danger. Before Angel can learn more, her mother is brutally killed.
With the help of her old friend Spanky (Mark Blankfield), Angel returns to the street in an effort to find her sister. Through a friend of Spanky's, Neal (Kin Shriner), they discover that a high-powered madame, Nadine (Maud Adams), runs most of the girls in town. Angel is convinced that cracking Nadine's organisation will lead her to her sister.
She discovers that Nadine is running white slavery ring together with a man named Mahajaan, and that Angel's sister is due to be sold soon. Racing to save her sister, Angel manages to catch up with Mahajaan at an abandoned warehouse, where she, Mahajaan and the police engage in a wild and action packed gun battle.
