Tommy Lee Jones is Quint, a shrewd and tough "professional thief" working for the government. He had hidden a computer disc containing vital evidence in a sleek, fast prototype automobile that is stolen by a sophisticated car theft ring in Los Angeles. Quint, the owners of the car, and the killers who want the disc back are forced into a high-risk raid on the impenetrable fortress of the car thieves in the taut, action filled suspense adventure Black Moon Rising.
Nina is the strikingly beautiful master car thief. In a daring raid, she and her gang steal a parking lot full of luxury cars from an exclusive restaurant while their owners look on aghast from inside the locked building. One of the cars is the powerful Black Moon.
The cars are driven into the underground annex of a skyscraper, where they are stripped and rebuilt under the watchful eye of Edward Ryland (played by Robert Vaughn). Head of the car theft ring, Ryland is the mastermind of the elaborate assembly line used in processing the cars.
Ryland's building is protected by a complex, high-tech security system and armed guards. Access to the building is practically impossible; escape, unthinkable.
Quint approaches Windom, designer of the Black Moon; its mechanic Thayden; and driver Billy to join him in regaining the car. They are reluctant until Thayden is murdered while scouting the skyscraper.
Armed with an innocent blueprint of the building, themen make their way into Ryland's fortress. They discover that the Black Moon is secured on the upper floors of the building. Only a death-defying high-speed escape attempt form the top of the skyscraper will ensure their survival.
