A stubborn FBI negotiator is called in when a group of deaf students and their teacher are taken hostage by three dangerous, escaped convicts.
Taking charge, Agent Potter (James Garner) communicates with Handy (Kim Coates), a criminal previously indicted for an armed robbery where over $2 million was unrecovered. Now, on the run from the law, Handy demands that a helicopter arrive within four hours and for every hour past the deadline a hostage will be killed.
Lead by their teacher (Marlee Matlin), the students attempt a daring river escape with a deadly result. Meanwhile, Handy contacts Potter with more demands but is redirected to Detective Foster (Lolita Davidovich) who negotiated Handy's surrender in rhe robbery 5 years ago.
In a tense negotiation Potter and Foster successfully talk Handy into surrendering again. The crisis is over... or so it would seem...
