Roy Alston (Maxwell Caulfield) and Bo Richards (Charlie Sheen), two 18-year-old misfits, graduate from high school outside of L.A. They are cynical about humanity and the future. Roy confesses to having a desire to hurt someone. Bo, a follower is always unsuccessful in his clumsy and crude attempts to score with girls. They decide to head for a weekend in Los Angeles. Their philosophy: this weekend anything goes.
In L.A., Roy senselessly beats up a gas station attendant over a minor misunderstanding. Detectives Mark Woods (Christopher McDonald) and Ed Hanley (Hank Garrett) investigate the crime, learning only that the assailants were two teenagers driving a Plymouth Road Runner.
At Venice Beach, Roy injures an elderly lady, and then is chased by three girls to the car. He fishtails the car, throwning one of the girls off his hood and drives off.
They next encounter Chris (Paul C. Dancer) a homosexual who invites the two boys to his apartment after meeting them in a bar. Chris is strangled and accidentally shot by Bo with a gun they find in the apartment.
In Westwood Village, Bo experiences another unsuccessful attempt to make contact with a girl (Lesa Lee) who is with her boyfriend (Richard Pachorek). The boys follow the couple to the girl's house where Roy shoots the boyfriend in cold blood, then murders the girl as well.
At the murder scene, Woods and Henley are repulsed by the lack of motivation in the murders.
Bo firmly declares he's had enough and he wants to forget about it and go home. Roy reluctantly agrees. But it's too late. The police have surrounded the Road Runner.
