Ben Carroway (Andrew McCarthy - Weekend At Bernie's, New World Disorder, St Elmo's Fire) is a government agent assigned to protect an Asian dignitary at an outdoor press conference when all hell breaks loose, as a group of young assassins murder the dignitary. As they flee the scene, they show themselves to prefer death rather than capture, with all but one committing suicide before they can be apprehended, the last (Aaron Lohr - D2: The Mighty Ducks, Newsies, Rent) only remaining alive because he ran out of bullets before sticking the gun in his mouth.

Deeply troubled by what happened, Ben is determined to figure out where these killers came from, and soon discovers that surprisingly none of them have a criminal record. However they all appear to come from the ranks of children reported missing at a young age. After seeing the scars on the surviving killer's hands, Ben has a suspicion that he knows who's behind it all, and together with his prisoner's sister (Portia de Rossi - TV's "Arrested Development", Stigmata, Cursed) and a former wiseguy (Robert Patrick - Terminator 2: Judgment Day, Ladder 49, TV's "The X Files"), he heads down to Mexico to hunt down the man responsible for raising children to be killers!
