Romulus, a newly designed billion dollar android created by the government to be the perfect soldier, with plenty of strength but neither emotions nor a conscience, busts out of a secret government lab and ends up in the hands of terrorists. Led by Romulus, they commandeer the top story of a high rise hospital and hold hostage its star patient, the President's daughter. Desperate to stop the mercenaries before they kill, the government must thaw out the frozen form of the hospital's designer, a criminal who is being held in a futuristic cryogenic prison, desperate for his help.
