An attempt to grab media attention becomes a deadly disaster when a hijacked tanker truck full of bio-warfare agents plunges off the edge of a cliff and into a major water supply.

Stolen from an immoral scientific development company, the truck is laden with binary agents that, when they come in contact with humans, cause them to literally explode in a shower of blood. And the US government prepares for the most important political summit in years, it's up to Presidential Security Detail Chief Ken Fairchild to secure the area. The President wants the catastrophe covered up as quickly as possible - but the virus is out, and it's spreading.
