Jacob Peterson (Charlie Sheen) and partner Paul Faraci (Mark Dacascos) are two cops on a mission. When an undercover policeman is murdered and a $50 million dollar heroin trafficking deal is uncovered they want answers.

Meanwhile Jacob's father, Captain Bill Peterson (Martin Sheen), is conducting an undercover investigation of his own into corruption within the City leaders and law enforcement personnel.

Jacob, under pressure at work and home, is determined to crack the activities of the gang and unearth the men behind the operation ...even if it costs him his job and his wife ...when crime is personal ...there are no rules.
