Conor Gallagher (Bill Pullman), a heavily decorated former Marine Corps helicopter pilot, has fallen on hard times. Expelled from the military for striking a senior officer, he has found work as a US Marshall escorting federal prisoners across the states.
Federal Judge Faith Matheson (Lena Olin) is aobut to try the most explosive case of her career involving rouge elements in the military. Following an attempt on her life, the Marshall's office assigns Conor to protect her, but their relationship starts off as anything but cordial.
When Conor barely manages to save her from her car that has been rigged to explode, they realise they must work together to discover who is behind the attempts on her life. As they dig deeper, they discover a covert military operation to sabotage the first moon mission in over 30 years.
They are pulled into a treacherous web of conspiracy, treason and murder where they play a deadly game of cat and mouse against forces larger than they ever imagined.
